Scholarly President Clinton Establishes Outstanding Disease Prevention Programs
Legacy for Future Presidents Moving Toward The
Center.
Since
President Clinton's threat of Impeachment, he has moved to the center
and joined Newt Gingrich of all folks, to work toward the Republican
goal of a Balanced Budget and the economy is responding.
Further,
President Clinton demonstrates that there
is a learning curve when it comes to care and restoration of health for great
nations. What began as an intrusive, Federal, Managed Health-Care system proposal
has become an exemplary biomedical population-based national mandate through support of
FDA research, clinical trials, the new NCI-scholars program to win the fight against
cancer, the war against Children's Tobacco, the establishment of medicinal and dietary
food labels limited to explanations to known scientific criteria of safety,
reproducibility, reliability, passage of double-blinded studies, efficacy, today's April
28 FDA announcement of the "Pilot Food Safety Program for Retail Settings",
Attorney General Reno's establishment of DNA and 1998 forensic evidence relative to
courtroom testimony, and irradiation measures for Safer Food. Still, it appears much much
more is on the horizon.
All of us, including your author, has experienced
the "Mengele Syndrome" where doctors and their staff fail to make
appointments for you when you are ill, to maintain records of your medications (dosage and
amount per day), to maintain the standards of medical care expected within the same
community of physicians, to maintain reasonable and customary standards, and act as if you
either do not exist, never existed, or frankly don't care if you die or suffer from your
disorder. Just like Mangele, they act happy to see you suffer without the care or
medication which in the past has worked, as if it's their greatest pleasure in life.
How many of you have had an incorrect prescription (dosage, amount) written for you and
that the doctor and his or her staff not own up to the mistake? How many of you have
seen your loved ones sitting either in a wheel chair or bed absent proper care or were the
victim, or may have been the victim, of a psychotic "angel of mercy"?
Because of managed care, bizarre certifications
have been developed to make the managed care in- house paid
review hatchet persons appear more acceptable, while disallowing the
quality care developed within the United States over the last 200 years. From HMO's
failure to pay honest doctors or to drastically reduce the amounts that they are paid, the
"Mengele Syndrome" has developed. To survive, many doctors have changed the way
that they treat patients resulting in shorter visits, cheaper and less effective
medications and treatments, restricted hours, and fewer staff. Complaints of poorer care
have reached a zenith. In April 1998, in Los Angeles, California, a young man took
his own life, the life of his dog, and set his truck afire--bringing traffic to screeching
halt on several major highways. Why? To protest managed care--across a banner that
he lay across the highway by his truck was printed: "Managed care is in it for the
money." This case gets our "Stone Cold Dead
it could have been prevented Award."
The result of much
managed care has been that patients in the U.S. have lost out. The ill have become
unknowing victims of a cold and callous health delivery system. For example many
advancements in the care of cancer and HIV are developing rapidly. However many managed
care companies are reluctant to provide patients with the latest technology. The claim:
the advancements are too new to know if they really are effective treatments. The real
reason: cost. The result: not only are patients not being treated with live-saving
protocols, but the "system" is creating a false knowledge base about what works
and what doesn't. Although it is true that outside of the States the Pharmaceuticals
received are not secured, the care or flow of medicine to the patient is superior.
The ultimate crime is that U.S. patients are not served when ill due to the failure to
provide necessary and known medication which has proved successful in the past. The
Etiology of the diseases caused by Iatrogenic "Mangele syndrome" occur as the
activities of daily living become a sudden, unexpected, and needless Iron Man Competition
and elicit first the effects of not taking successful care of the signs and symptoms of
your disease, but then the disease effects creep in, leaving the patient in a predictable
situation both Psychologically, and Physically. Things may change however; April 1, 1998, the USFDA joined
forces with European scientists to widen the domain of data for both Continents (each
country will maintain jurisdiction over its own regulations).
President Clinton is taking action the old
fashioned way, through federal medical police officers and should be saluted for the due
diligence he has developed. In fact, all future presidents must learn from the
trials and tribulations President Clinton suffered through truly to understand the medical
industry as a leader.
The Clinton Administration's expanding innovative
initiatives to ensure the safety of America's food supply, and eliminate the risk of food-borne illness was announced today by the
USFDA. The FDA asked for volunteers from the retail sector of the food industry to
participate in a pilot program.
What's "spine tingling" to this examiner is
the fact that the retail food industry has expressed a willingness to work jointly with
the FDA on this pilot, which will for the first time link each food establishment with the
FDA for continuous problem solving and prevention, rather than relying on periodic
facility inspections.
The pilot is known as HACCP, or the Hazard Analysis Critical Control Point, which is a
scientifically designed program that identifies the steps in a food production continuum
where contamination is most likely to occur. Thus again, this is the Prevention
President--not a retroactive un-managed government run health-care bureaucracy president.
National as well as retail franchises or chains
run by the small independents can be integrated into the recipes and standard operating
procedures of any sized establishment. HACCP programs have been established for the
seafood and meat, poultry processing, and the packaged juice industries.
HACCP principles are used throughout the FDA's
Food Code, which is a voluntary guidance document the agency provides to state, local and
retail food regulators. Today's announcement for the retail food industry pilots
give information to fine-tune the guidance and approaches given for safe food preparation,
services, and sales in retail settings.
The USFDA invited volunteers to participate in
the pilots debut this past weekend at the Conference for Food Protection (CFP) in Boston,
Massachusetts. The meeting is a biennial event that brings together representatives
from the food industry, state and local officials, federal government, academia, and
consumers to identify and address emerging problems of food safety and to recommend
solutions. This fosters increased cooperation, while balancing the interests of
regulatory and industry representatives alike.
